Alfie Othman is an experienced banker and a recognized leader in Singapore's social enterprise sector.. Since 2015, he has served as the Executive Director (and later CEO) of the Singapore Centre for Social Enterprise (raiSE), where he works to develop the sector by fostering collaboration and securing funding. In 2004, he established an industrial catering kitchen that provides employment for marginalized individuals, including ex-offenders, single mothers, and people with disabilities. He also initiated Singapore's first urban microcredit scheme in 2011. Additionally, he is a Fellow at the Singapore University of Social Science in Financial Inclusion and advises BMT Ventura, which manages a micro-finance cooperative in Indonesia.

ROLES AND RESPONSIBILITIES

The Anti-Red Tape Authority (ARTA) acts as a key government partner in this initiative. Its primary responsibilities include:

  • Recognition of Leadership: ARTA formally recognizes the Private Sector EASE PH as the lead convener for the private sector. This recognition empowers the EASE PH to drive change in the ease of doing business and the effective delivery of government services.
  • Inter-Agency Coordination: ARTA is responsible for coordinating with other government agencies to ensure a unified and collaborative effort in streamlining processes.

The Buklod Bayani Coalition's (BBC) private sector entity is the nonprofit EASE PH. Its primary functions are:

  • Resource Mobilization: The EASE PH is tasked with raising and mobilizing the necessary resources, including funding, for various programs like the Operational Permits and Protocols Simplification (OPPS) program.
  • Coalition Building: It actively invites, recruits, and enlists the support of non-governmental organizations (NGOs) and business organizations from across the country to expand the reach and impact of the initiative.
  • Process Optimization: The EASE PH is responsible for assisting ARTA in the practical optimization and streamlining of government processes by providing insights and support from the private sector perspective.

Together, ARTA and the EASE PH are committed to jointly undertaking several critical tasks:

  • Local Partnership Establishment: They will work collaboratively to establish ARTA-BBC partnerships at the local level. This includes the crucial task of selecting and vetting local members to ensure effective implementation.
  • Awareness and Orientation: The two entities will conduct orientation sessions and awareness campaigns to educate stakeholders about the goals and processes of the partnership.
  • Sector-Specific Programs: They will jointly formulate programs and resolutions tailored to address the specific ease of doing business challenges within each sector of the economy.
  • Periodic Assessment: A continuous, iterative process, they will periodically assess the partnership's accomplishments from the local to the national level to measure progress and make necessary adjustments.
